Module Overview
This module examines the legal, ethical, and policy issues surrounding intelligence oversight and accountability. Intelligence agencies possess significant authority to collect, analyze, and disseminate information in support of national security objectives. However, these capabilities must operate within legal and constitutional boundaries designed to protect civil liberties, privacy rights, and democratic principles.
Students will explore the mechanisms used to oversee intelligence activities, including congressional oversight, executive branch controls, judicial review, inspector general investigations, and internal compliance programs. The module examines how these oversight systems attempt to balance national security requirements with transparency, accountability, and protection of individual rights.
Through the analysis of surveillance programs, intelligence controversies, and historical examples of abuse, students will evaluate competing perspectives regarding privacy, security, and government authority. Particular attention will be given to the challenges associated with modern surveillance technologies and the ongoing debate over how intelligence agencies should be monitored in a democratic society. Students will consider whether increased oversight strengthens intelligence operations or creates additional operational challenges.
