Module Overview

This module examines Signals Intelligence (SIGINT), one of the most technologically advanced intelligence collection disciplines. SIGINT involves the interception, collection, processing, and analysis of electronic communications and signals to produce actionable intelligence. Intelligence agencies use SIGINT to monitor foreign communications, identify emerging threats, support military operations, and provide strategic warning to policymakers and decision-makers.

Students will explore the major categories of SIGINT, including communications intelligence (COMINT) and electronic intelligence (ELINT), and examine how technological advancements have expanded intelligence collection capabilities. The module also considers the role of SIGINT in cybersecurity, counterterrorism, military planning, and geopolitical competition.

In addition to examining the operational value of SIGINT, students will evaluate the legal, ethical, and privacy concerns associated with electronic surveillance. As governments and intelligence agencies gain access to increasingly sophisticated collection technologies, important questions arise regarding oversight, accountability, civil liberties, and the balance between privacy and national security. Through case studies and applied analysis, students will assess both the opportunities and challenges associated with modern signals intelligence operations.
