Overview
Counterterrorism operations often involve urgent decisions about engagement, detention, interrogation, and rules of conduct. After 9/11, the United States faced intense pressure to prevent additional attacks, which contributed to the adoption of coercive interrogation practices that remain controversial. This module asks you to evaluate whether coercive interrogation, including practices often described as torture, is viable as an intelligence gathering method when measured against legality, reliability, operational value, and strategic consequences.
This learning activity is evidence based. You must support your position using course readings and credible sources. Opinions without evidence will not receive credit.
Learning Objectives

  • LO1: Examine the legal and ethical boundaries that shape interrogation and engagement decisions in U.S. counterterrorism operations (SLO6)
  • LO2: Analyze the operational effectiveness and strategic consequences of coercive interrogation for intelligence gathering and counterterrorism outcomes (SLO4)
Discussion Topic(s)
  • Define what is meant by “torture” and “coercive interrogation” using credible sources and course materials. Explain why definitions matter for policy and operational decision making.
  • Assess the intelligence value question: Under what conditions is information obtained through coercion likely to be unreliable, incomplete, or misleading? Use evidence from the Senate Select Committee findings and other credible sources.
  • Assess the legal and policy constraints question: What legal frameworks, rules, or policies govern interrogation and engagement in U.S. counterterrorism operations? Use the assigned materials on rules of engagement and relevant legal standards discussed in the readings.
  • Assess the strategic consequences question: How might coercive interrogation affect long term counterterrorism objectives such as legitimacy, cooperation with partners, recruitment narratives, and operational effectiveness?
  • Conclude with a practitioner focused recommendation: If you were advising a counterterrorism leader, what interrogation or engagement principles would you recommend to maximize intelligence reliability while remaining within legal and ethical boundaries?
Acceptable and Ethical Use of AI
  • Use AI to help you organize evidence from the Senate Select Committee findings and your additional source into categories such as legality, reliability, and strategic impact. Do not use AI to write your final response.
  • Use AI to generate counterarguments to your position so you can strengthen your analysis with evidence and address weaknesses directly.
Directions

Please read all instructions carefully before participating in the discussion.

  • Students must complete one Main Post that answers the discussion topic using more than 250 words.
  • Students must reply to at least two of their classmates (Peer Responses) using at least 150 words. Responses should encourage further dialogue in the discussion forum. Asking a classmate, a question is a nice way of furthering that dialogue.
  • Students must first compose an original Main Post to gain access to the discussion forum. Attempts to post a blank initial post or anything other than the true Main post will result in a 20-point deduction.
