In this module, you will examine the relationship between terrorism and media, often described as symbiotic. Terrorist organizations seek visibility to advance strategic objectives such as intimidation, legitimacy, recruitment, and political influence, while media organizations balance the responsibility to inform the public with the risk of amplifying fear or extremist messaging. You will analyze how terrorist groups attempt to exploit media exposure and how framing, repetition, and tone influence public perception, emotional response, and policy discourse following major attacks.

The module then shifts to the legal and policy challenges associated with domestic extremism and state linked terrorism. You will examine how terrorism and extremism are defined and evaluated within United States legal frameworks, emphasizing the importance of behavior, intent, organization, and legal thresholds rather than ideological labels. Through analysis of the January 6 attack on the U.S. Capitol, you will explore the complexities practitioners face when responding to domestic extremist violence within constitutional and civil liberty constraints.

You will also examine different forms of state involvement in terrorism, including state involved, state enabled, state sponsored, and state perpetrated terrorism. This analysis emphasizes attribution, accountability, and the implications these distinctions have for domestic and international response strategies. By comparing these typologies and applying them to real world examples, you will assess how state behavior complicates threat assessment, policy response, and international cooperation.

The discussion and learning activities focus on evidence based analysis, legal awareness, and the responsible use of communication in terrorism response. You will evaluate how media dynamics influence public understanding and institutional decision making, and how legal and policy constraints shape investigative and response options.
