Overview
Domestic extremism presents complex challenges for law enforcement, policy makers, and the legal system. Unlike foreign terrorist organizations, domestic groups in the United States are not formally designated using a single statutory framework. This creates tension between public safety, constitutional protections, and political discourse.
In this learning activity, you will analyze how terrorism and extremism are defined under U.S. law and policy and apply those criteria to a real world event. Rather than labeling specific contemporary movements, the focus is on behavior, organization, intent, and legal thresholds.
Learning Objectives

  • LO1: Examine how terrorism and domestic extremism are defined and evaluated within the U.S. legal and policy framework (SLO6)
  • LO2: Analyze the January 6 attack as a case study to assess challenges in identifying, preventing, and responding to domestic extremist violence (SLO3)
Discussion Topic(s)
  • Based on the assigned readings, what criteria are commonly used to define terrorism or extremist violence in the United States? Consider elements such as intent, use of violence, political motivation, and organizational structure.
  • Using the January 6 attack on the U.S. Capitol as a case study, analyze whether the actions involved meet commonly cited criteria for terrorism or domestic extremism. Support your analysis with evidence from the readings.
  • What legal, constitutional, or policy constraints complicate the designation of domestic groups or movements as terrorist organizations in the United States?
  • From a practitioner perspective, what challenges does the January 6 event reveal about prevention, intelligence sharing, and response to domestic extremist threats?

  • Students must complete one Main Post that answers the discussion topic using more than 250 words.
  • Students must reply to at least two of their classmates (Peer Responses) using at least 150 words. Responses should encourage further dialogue in the discussion forum. Asking a classmate, a question is a nice way of furthering that dialogue.
  • Students must first compose an original Main Post to gain access to the discussion forum. Attempts to post a blank initial post or anything other than the true Main post will result in a 20-point deduction.
