Overview

Terrorism is often categorized as domestic, international, or transnational, with motivations commonly described as religious or political. While these categories are useful for analysis, real world terrorist threats frequently blur these lines. For American law enforcement, understanding how these forms overlap is critical to threat identification, jurisdictional authority, and response coordination.

In this discussion, you will examine how different forms and motivations of terrorism influence law enforcement responsibilities and challenges in the United States.

  • Explain the distinctions between domestic, international, and transnational terrorism. Why are these categories useful, and where do they fall short in modern threat environments?
  • Compare religious and political motivations for terrorism. How do these motivations influence tactics, target selection, or recruitment?
  • Using examples, explain how terrorism categories and motivations can overlap. Why does this overlap complicate classification and response?
