Module 8 Writing Assignment

Review the assignment overview, learning objectives, directions, and submission expectations before submitting your work.

Overview

Criminal investigations are often portrayed as a series of dramatic arrests and courtroom outcomes. In reality, successful investigations involve a structured process that includes intelligence gathering, surveillance, evidence collection, interviews, informant management, risk assessment, case development, and post-incident review. Understanding the stages of an investigation allows criminal justice professionals to evaluate both effective investigative practices and critical decision-making failures.

In this assignment, you will examine the Rachel Hoffman case and analyze the investigative activities used throughout the operation. Particular attention should be given to the events described in The Throwaways, which provides a detailed account of the investigation, the use of confidential informants, operational planning, and the consequences of investigative decisions made by law enforcement personnel.

Student Learning Objectives

(These objectives support the assignment and are not the questions to be answered.)

  • LO1: Analyze the investigative stages and activities used during a major criminal investigation. (SLO6)
  • LO2: Evaluate investigative decision making, operational planning, and risk management practices. (SLO6)
Assignment Topic

Review the Rachel Hoffman case and the accompanying materials associated with The Throwaways. Rachel Hoffman was a confidential informant who participated in a law enforcement operation that ultimately resulted in her death. The case has generated significant debate regarding investigative planning, informant management, operational oversight, and law enforcement accountability.

For this assignment, analyze the investigative process used throughout the case.

Your paper should address the following areas:

  • Provide a brief overview of the Rachel Hoffman case.
  • Identify and describe the major investigative stages present in the case.
  • Explain how law enforcement developed and managed the confidential informant operation.
  • Describe the intelligence gathering and information collection activities used during the investigation.
  • Analyze the planning and preparation conducted before the operation.
  • Discuss the surveillance techniques, monitoring efforts, and operational controls used by investigators.
  • Evaluate the communication strategies used among investigators and operational personnel.
  • Identify investigative strengths demonstrated during the operation.
  • Identify investigative weaknesses, errors, or breakdowns that contributed to the outcome.
  • Discuss how risk assessment and officer decision-making affected the operation.
  • Explain how evidence collection and post-incident investigative activities contributed to solving the case.
  • Based on information presented in The Throwaways, what lessons should law enforcement agencies learn regarding confidential informants and undercover operations?
  • What policies or procedures would you recommend to prevent similar incidents in the future?

Important: Success on this assignment will depend heavily on your ability to identify, describe, and analyze the investigative activities discussed in The Throwaways. Focus on the investigative process rather than simply retelling the events of the case.

Acceptable and Ethical Use of AI
  • You may use AI tools to help identify investigative concepts, stages, and terminology; however, your analysis must be based on the Rachel Hoffman case materials and information presented in The Throwaways.
  • If you use AI during the research process, your final submission must reflect your own evaluation of the investigative activities, operational decisions, and lessons learned from the case. Submitting AI-generated work as your own violates course academic integrity policies.

  • A minimum of at least two (2) sources, with proper APA citations in a Reference Page and proper in-text citations.
  • Abstract NOT needed.
  • Organize your paper using an introduction, body, and conclusion.
