Overview

In this assignment, you will examine how community-oriented policing is implemented in large law enforcement agencies across the United States. Community-Oriented Policing and Problem Solving (COPPS) represents a significant shift away from traditional reactive policing by emphasizing partnerships between law enforcement agencies and the communities they serve. Rather than simply responding to calls for service, community policing seeks to identify and address the underlying causes of crime, disorder, and community concerns.

While many police agencies claim to embrace community policing, the specific programs, initiatives, and strategies they employ often differ based on population size, geography, crime patterns, political environments, available resources, and community needs. This assignment requires you to compare how two major police departments implement community policing and evaluate whether those efforts appear to be active and effective.

Assignment Topic

Using department websites, public reports, news articles, and other credible sources, select two of the following police departments:

  • Los Angeles Police Department (LAPD)
  • New York Police Department (NYPD)
  • Chicago Police Department (CPD)
  • Metropolitan Police Department of Washington, D.C.
  • Miami Police Department
  • Phoenix Police Department
  • Boston Police Department
  • Seattle Police Department
  • Detroit Police Department

Research the community policing programs, partnerships, and initiatives currently used by each department. Then prepare a comparative analysis addressing the following questions:

  • Which two police departments did you select?
  • What community policing programs, initiatives, or partnerships are used by each department?
  • What are the primary goals of those programs?
  • What similarities exist between the two departments’ community policing efforts?
  • What differences exist between the two departments’ approaches?
  • How do population size, population density, geography, crime rates, and community demographics influence policing strategies in each city?
  • How do socioeconomic factors such as poverty, unemployment, housing conditions, education levels, and community resources affect community policing efforts?
  • Do the departments appear to actively practice Community-Oriented Policing and Problem Solving (COPPS), or do the programs appear primarily symbolic? Explain your reasoning.
  • Which department appears to have the stronger commitment to community policing? Why?
  • What recommendations would you make to improve community-policing efforts in either department?

Support your conclusions with specific examples from your research and course materials.

  • A minimum of at least two (2) sources, with proper APA citations in a Reference Page and proper in-text citations.

  • Research and compare two of the approved police departments.
  • Support your analysis using official department websites, annual reports, government publications, or credible news sources.
  • Provide specific examples of community-policing programs and initiatives.
  • Develop a clear conclusion regarding the effectiveness of COPPS within the selected agencies.
