Overview

Ethics, morals, and values influence how individuals make decisions and evaluate right and wrong. In law enforcement, these concepts become particularly important because police officers exercise significant discretion and are often required to make decisions in situations where laws, departmental policies, community expectations, and personal beliefs may conflict.

Police culture can further complicate ethical decision-making. Loyalty, solidarity, group norms, and organizational expectations may sometimes reinforce ethical behavior while at other times creating pressure to conform. This activity asks you to evaluate how personal values, societal expectations, and police subculture interact when officers make difficult decisions.

Learning Objectives

  • LO1: Differentiate between morals, ethics, values, and herd mentality. (SLO5)
  • LO2: Evaluate how police culture can influence ethical decision-making and professional conduct. (SLO5)
Prep Topic
  • Police officers are expected to uphold the law, follow ethical standards, and maintain public trust. However, officers also become part of a unique occupational culture that may influence how they view loyalty, authority, accountability, and professional conduct.
  • Create a bullet list of arguments supporting both positions below.
  • Position A: Police officers should always prioritize professional ethics, departmental policies, and community expectations, even when doing so conflicts with informal police culture.
  • Position B: Police officers must rely on the values and norms of police culture because only fellow officers truly understand the realities and dangers of police work.
  • Prepare at least five talking points supporting each position.
  • Consider issues such as:
    • Morals versus ethics
    • Personal values versus professional responsibilities
    • Herd mentality
    • The Blue Wall of Silence
    • Officer loyalty
    • Accountability and transparency
    • Whistleblowing
    • Public trust
    • Professional discretion
    • Organizational culture
    • Community expectations
    • Ethical leadership
  • Define the following concepts in your own words and prepare examples:
    • Morals
    • Ethics
    • Values
    • Herd Mentality
  • After preparing arguments for both positions, identify one ethical challenge that modern police officers face and explain how it should be addressed.
  • Be prepared to defend either position during the in-class debate regardless of your personal opinion.
Acceptable & Ethical Use of AI
  • You may use AI tools to help identify ethical theories, examples of police ethics, or organizational culture concepts; however, you should independently verify any information before including it in your prep activity.
  • If you use AI to assist with brainstorming or research, your final prep must reflect your own analysis, conclusions, and understanding of the course material.

  • Your prep should be no longer than 1 page.
  • This NOT a paper but rather talking points in bullets for our in-class meeting.
  • Abstract NOT needed.
  • Sources are NOT needed.
  • Submissions are checked against a Plagiarism Checker and AI Detector.
    • Direct quotes should not exceed 15% of the total paper.
    • AI Usage – you must use AI ethically. Papers written by an AI is cheating.
  • Stop over-thinking this activity. It should be a simple list of talking points.

  • Submit your prep activity through the designated submission area.
  • Accepted formats include Word or PDF unless otherwise specified.
  • Review the grading rubric before submitting your work.
  • Submissions are checked using both a plagiarism checker and AI detection software.
  • Direct quotations should not exceed 15% of the total submission.
